The Register of Offset Credit Projects is a public database that contains information and various documents concerning projects submitted to the Minister under the offset credit component of the Québec cap-and-trade system for greenhouse gas emission allowances (SPEDE). Its contents include all project reports and verification reports submitted pertaining to the application for the issuance of offset credits and the breakdown of the credits issued for each project. The register is updated each second and fourth non-holiday Wednesday of the month.
The register indicates the number of offset credits issued corresponding to the greenhouse gas (GHG) emission reductions or removal of GHGs from the atmosphere as a result of the project. Out of the total number issued, 97% of the credits, rounded down to the nearest whole number, are transferred to the promoter and the remainder are placed in the Minister’s environmental integrity account.

Title: Capture and destruction of biogas – Area B of the RDL engineered landfill site
Summary description of the project : In agreement with the city of Rivière-du-Loup (RDL), a biogas extraction and destruction system was built at the engineered landfill site (lieu d’enfouissement technique – LET) of the city. Title: Reduction of GHG emissions at the Saint-Raymond sanitary landfill site
Summary description of the project: The construction and operation of a landfill gas collection and destruction system at the Saint-Raymond sanitary landfill site (lieu d'enfouissement sanitaire – LES) was performed under the "Programme Biogaz" of the Ministère. Summary description of the project: Refrigerant Management Canada operates a voluntary collection and destruction program for excess ozone depleting substances (ODS) from the Canadian refrigeration and air conditioning industries. There are no regulations or incentives to recover and destroy ODS at the end of a product's useful life, resulting in ODS being reused or stored indefinitely until gradually released into the atmosphere. Recovered ODS are destroyed at the Swan Hills Treatment Center located in Swan Hills, Alberta. Title: Refrigerant Management Canada Ozone Depleting Substances Destruction Project - 2023
Summary description of the project: Refrigerant Management Canada (RMC) was formed in response to the Montreal Protocol in 2000. RMC operates a nonprofit organization which administers a voluntary refrigerant ODS destruction program. As there are currently no regulations or market incentives in place to collect and destroy ODS at the end of a product’'s useful life, they can be reused or stockpiled indefinitely, resulting in their gradual release to the atmosphere. Through the RMC’s voluntary program, ODS from Canadian refrigeration and air conditioning industries is transferred to Veolia ES Technical Solutions in Texas, USA, where the ODS is destroyed via incineration. The project involves the destruction of a pure R-11 ISO tank.
