Regulation to amend the Regulation respecting mandatory reporting of certain emissions of contaminants into the atmosphere

The Regulation to amend the Regulation respecting mandatory reporting of certain emissions of contaminants into the atmosphere (RMRCECA) was decreed on December 13, 2023.

The main changes to the RMRCECA are as follows:

  • As GHG capture and storage are set to play an essential role in reaching Québec’s carbon neutrality goals, the regulation was amended. By doing so, the regulation now applies to facilities that capture, store, re-use, or eliminate greenhouse gas emissions and those that intake such emissions as transfers from other facilities, without taking the RMRCECA reporting threshold into account.
  • Some tables were amended to include biomethane and change the properties and emission factors for landfill gas and biogas in protocol QC.1 (Stationary combustion).
  • Amendments were made to harmonize the RMRCECA with the latest amendments made to the RCATS (Regulation to amend the RCATS (Fichier en format pdfPDF, 1 MB) enacted on August 17, 2022) in order to obtain the data needed to separately account for GHG emissions caused by generating electricity through cogeneration and those from pulp and paper manufacturing processes, for the purposes of applying the RCATS.
  • Emission factors for importing electricity were updated.
  • Protocol QC.29, which applies to natural gas transmission and distribution, was amended to correct typos.

The changes made to the Regulation to amend the RMRCECA come into force on January 1, 2024.
