Draft Regulation to amend the Regulation respecting mandatory reporting of certain emissions of contaminants into the atmosphere

The Draft Regulation to amend the Regulation respecting mandatory reporting of certain emissions of contaminants into the atmosphere (RMRCECA) focuses on meeting two objectives. First, the need to clarify certain elements contained in the RMRCECA following recent discussions on the signing of the agreement on the harmonization and integration of Québec’s cap-and-trade system for greenhouse gas emission allowances with California's system. Second, the requirement for the RMRCECA to be consistent with the cap-and-trade system for greenhouse gas emission allowances.

Missing data and data accuracy

The proposed amendments to the RMRCECA are especially designed to meet the requirements for market liaison between Québec and California and improve the methods for assessing missing data and the accuracy of measured data.

Reporting GHG emissions in 2013 and subsequent years

In addition, the cap-and-trade system for greenhouse gas emission allowances requires fuel distributors to report GHG emissions in 2013 and subsequent years that are attributable to the use of the fuels distributed. Therefore, a protocol for distributors whose emissions from these fuels exceed 25,000 t eq. CO2 has been added to the RMRCECA.

Addition of the requirement to indicate the total quantity of reference units concerning the activities of the emitter

The amendments to the RMRCECA also include making the total quantity of reference units concerning the emitter’s activities a required item in the verification report.

Clarification concerning the requirement to submit a verification report

An amendment clarifies that the requirement to submit a verification report on the emissions report only applies to emitters carrying out activities covered by the cap-and-trade system for greenhouse gas emission allowances.
